Description The race that made up the Socialist Union, the Wallen, is centaur in form but had an ursine front instead of a humanoid one. Like the Hazen and Cazov, the Wallen are fond of ground combat. This is highlighted by the fact that both main combat ships could carry ground troops. A fighter using race, the Wallen suffer from a -1 to fighter initiative rolls due to their centaur body form. Eager to explore, the Wallen Federation (predecessor to the Socialist Union) sent out several survey groups when the first home warp point was found. Over time a total of forty systems were explored. Despite an intensive second and third survey there were no other open warp points. Six systems with a total of eight habitable worlds were found in the first survey, but all were poor in resources fit for a high-tech population. Facing the need to control its own population in the home system, the Wallen nonetheless decided to colonize those worlds as well as those few mineral rich moons they were able to find. Over time a growing movement of colonists, dissatisfied with their worlds' poor economies, began clamoring for more aid. On the homeworld a new political party sprung up to take advantage of the colonial plight. Aided by a rich but naive liberal base, the Socialist Union party gained control of the ruling body and then in turn was able to influence of the entire government. Two election cycles later the Socialists were in complete control. The Socialists, instead of helping their colonial constituents, began to apply the economic thumbscrews. A revolt followed, the colonies proclaiming their independence. For the next ten years civil war raged, each colony in turn being fought over and occupied by Socialist forces. With the last colony conquered the Socialist Union of Democratic States (a.k.a. the Suds) was proclaimed as the new government. Resistance to the new government was harshly suppressed. Even protests on hostile environment outposts and colonies were put down with excessive force. A large fleet was built along with considerable ground forces. Despite the strain, a reserve force was built and kept in mothballs. Top Sud scientists and leaders believed that some closed warp points lay within their territory. When an exploring race found one of these points and entered Sud territory it would give the government a chance to expand its holdings. As it happened, forty years after the civil war, a Jazta survey flotilla entered such a point in a 'frontier' system of Sud claimed space. The closed warp point was well within the detection range of a patrolling Sud monitor when the Jazta made transit. The monitor went immediately into cloak and closed in. As for the survey flotilla, the three light cruisers went into cloak while the nine destroyers went about their routine, heading in-system. Under the careful watch of the ship's political officer the monitor's captain acted under long standing orders. When the range to the destroyers closed to 10 light seconds the monitor, still undetected by the destroyers and trailing light cruisers, launched its fighters and opened fired. One destroyer was wiped out from the monitor's external ordnance. The fighter squadrons took out one ship each. Range closing, the monitor took out one more ship. Then, in conjunction with the surviving fighters, the big Sud ship crippled the remaining three destroyers and sent in its assault shuttles. In the distance, the three cloaked cruisers sent courier drones back to their entry warp point and closed in. Two to a ship, the assault shuttles latched onto the destroyers and managed to capture two of them, with databases intact. The cruisers opened fire on the Sud monitor and fighters, all the while destroying their databases so they couldn't be captured. The Sud ship survived. On review of the data, the ruling council of the Suds immediately decided to take advantage of the opportunity. The initial probe of the warp point was repulsed due to minefields and bases emplaced there previously by the Jazta. However, it was at this time that the Jazta were heavily involved with their Xhali allies in fighting the Pulurtans. Reinforcements in-route to the system didn't arrive in time to stop the second attack. Sud forces briefly captured the hostile environment settlement before being ejected by Jazta reinforcements. Technically, the Jazta and Suds were the same tech level. The difference was that whereas the Jazta kept an active research and development program the Suds, after decades of bureaucratic inertia and lack of external threats, did little research. Even with clear evidence of such things like gunboats, primary beam packs, and advanced anti-matter warheads the Sud R&D effort went step by step instead of the leaps they could've done. Another factor, and a major one, was that while the Suds had a large fleet and reserve, their actual construction capacity was quite low. Coupled with the unwillingness to build smaller but more combat capable ships the Suds were eventually unable to make good on losses. With practically all their effort directed to the Pulurtan front, the fact that the Jazta were able to go on the offensive against the Suds can be chalked up to the caliber of the line officers in general and the admirals involved in particular. Even with 40% of its dreadnoughts still intially fitted with outdated plasma torpedoes in its battleline the Jazta 3rd Fleet, under the command of Admiral Exden, went about removing the threat posed by the Suds. Even with a lack of small combatants the Suds were able to deploy their small carriers to good effect. Fighter vs. fighter and gunboat battles were the hallmark of the war. Every Sud system had at least one hostile environment settlement (or colony if only asteroids were present) with an attending garrison. More numerous than the Jazta divisions that faced them, Sud ground forces were three tech levels below their opponents. Only newly raised regiments were given new weapons and armor, but this only insured that the last few systems captured would have troops on technically parity with the enemy. The one piece of equipment that hurt the Sud groundpounders the most was the kinetic bombardment system. Word of this new system never reached the ears of Sud commanders in other systems. In turn, the numerically superior yet technically inferior Sud troops were pounded into so much hamburger and then overrun by Jazta ground forces. Faced with mounting losses and a growing tide of unrest, supported by an underground anti-government movement, the Sud ruling council vowed to fight to the end and took refuge in a supposedly impregnable bunker. The losses inflicted on the Jazta in the fight at home system's warp point gave the council a reasonable expectation of hope. A fresh fleet, kept in the rear and equipped with the latest updates, was on the way. With that fleet in hand the council believed they could eject the Jazta out of the home system and, possibly, have a cease-fire agreement. The fleet did arrive, but there was no cease-fire. A group of anti-government agents had seized control of a monitor that was undergoing a refit in orbit above the homeworld. Two teams of Sud commandos were able to enter the monitor but before they could reach the engine room and bridge the agents acted. The massive vessel ripped out of its berthing slip and plunged into the atmosphere at 2% light speed. It struck directly above the ruling council's underground bunker complex, utterly destroying it and everything else in a 600 kilometer radius. The fleet was totally demoralized and fled, losing 20% of its number to long-range fighter and gunboat attacks. Destruction of the orbital works and bases took the combined effort of primary-armed fighters, gunboats, and massed missile salvos. Ground combat lasted a mere three weeks on Wallen Prime, thanks in part to mass desertions in the Sud army. In all it took 41 months to complete the war against the Socialist Union. The experience gained by the participating Jazta naval and ground forces would help that nation in the second half of the Pulurtan war. In the meantime another closed warp point made it presence known in former Sud space. It was survey force of the CPS, which had co-belligerent status with the Jazta against the Pulurtans. With a line of communications opened with its ally the Jazta were able to co-ordinate their efforts with maximum effect. As for the Wallen, now freed from their socialist overlords, they began the process of restructuring their society under the mindful eye of the Jazta. Civil government was left to the Wallen but all military matters were firmly under Jazta control. With judicious application of aid the Wallen economy improved to the point where it was able to contribute meaningfully to the Jazta for the last three years of the Pulurtan war. The mutual respect and goodwill that developed between the races was such that three light cruiser flotillas, built and operated by Wallen crews, participated in the final battles in the war against the Pulurtans. The Fleet of the People (FOP) A large organization that consumed an equally large portion of the Sud economy, the FOP's main mission before the war was enforcing the will of the ruling council. Because of this, the Sword and Guard class ships carried ground troops as well as their supplies and assault shuttles. Seeing the fighter as their long range weapon, the FOP only used large numbers of missile launchers on spaces stations it maintained. What the FOP lacked in shipboard missiles they made up with a rather large carrier force. During the war more carriers were built than warships, and what warships were built were mostly monitors. The Guard class battleship had proven itself utterly useless against the Jazta battleline and no more were built. That decision was one of the few smart ones made by the FOP. In technical matters the FOP was hobbled by an anemic research and development program. In forty years since the end of the civil war the Sud tech base had advanced from TL 12 to TL 15. However, all that advancement came within the first twenty years. The ruling council had at that point cut the R&D budget for the FOP by 40%. In-fighting and political maneuvering was intense amongst the various research teams. As a result, actual shipboard systems such as third generation shields, advanced capital tractor beams, and the like were developed one at a time for the remaining twenty years. The FOP had the fourth generation engine tuner in service for scarcely a year before the Jazta war started. Matters improved somewhat during the war. The R&D budget was increased and some, but not all, of the internal bickering was silenced. The second-generation capital primary beam and fighter primary pack were clearly seen as the most needed weapons and were promptly developed and deployed. For other weapons the progress of development was not as logical. Even when confronted with clear evidence of weapons that they themselves could replicate the FOP went step by step in the R&D process. Thus, for example, instead of constructing their own JSF, the powers-that-be went for the fifth generation strikefighter. Gunboats, another golden opportunity to address the balance of long-range attacks, was bungled due to the insistence of the development board to start out with the prototype gunboat design. The ability to carry four primary packs was all what the FOP wanted out of the prototype gunboat project. Due to that decision, and the belated reaction to the Jazta gunboat jammer pack, the FOP was just three months shy of producing first generation gunboats when the Sud homeworld was conquered. In the end, it was the warp point assaults that determined the outcome of the war. With a low capacity to build replacement ships to begin with and an economy that only got weaker with each system lost the Suds were unable to assemble truly effective warp point defenses. Practically no OWPs were built, and those few that were built were stationed at the home system's warp point most threatened by the Jazta. Minefields and buoys were built in numbers but were subdued by AMBAM pods. FOP fleets, kept at a distance from threaten warp points, were held at a low level of readiness and only went to battle stations when actual Jazta ships made transit. While this saved them from initial SBMHAWK bombardments it virtually guaranteed that the OWPs and attending minefields were destroyed. It was only at the battle of the homeworld warp point that the Suds had an outright victory, all due in part to the number of OWPs and the density of the minefields. Despite all of its shortcomings, the FOP made the Jazta work for its victories. Had it not been for the large number of fighters deployed by its monitors and carriers the FOP would've been defeated much sooner. FOP fleets never retreated until they literally ran out of fighters, but in the process they took out as many Jazta fighters as they could. Training new pilots held the highest priority for the FOP, and dedicated fighter groundbases were built throughout the Socialist Union. As a mark of respect for their defeated enemy, the Jazta held the Sud surrender ceremony in a carrier's service bay. The post-war FOP fleet, the Co-Belligerent Navy, was small, and what ships it was allowed to have were put to use against the Pulurtans. The crews of those ships were to prove just as professional and determined in fighting the Pulurtans as they had against the Jazta. Below is the list of technical systems developed by the Suds during the war, in the order of their deployment.
The Army of the People (AOP) As mentioned earlier, the AOP ground contingents outnumbered their Jazta counterparts on numerous occasions. One reason was the less technically sophisticated equipment the AOP used. This in turn lead to lower maintenance costs. Wanting to have the largest army possible, the ruling council didn't allow the army to upgrade their equipment as the general level of technology increased. The plan was once another technology plateau was reached, and the economy improved sufficiently, the AOP would be advanced one level technically. As much as this plan made sense in terms of cost, in reality it made an army that would take more losses than it would inflict in turn against an enemy. Operationally the AOP, in its decades of existence, was more of a heavily armed state police force than an army. In the first two planetary invasions conducted by the Jazta said ground forces were actually attacked with large bombardments of tear gas. Afterwards true field combat tactics were used. Even so, Jazta ground forces consistently out-fought and out-maneuvered their much more numerous foes. The one main failing of the AOP was the rigidity by which the field commanders deployed their troops. Command and control was inflexible to the point where large formations were the norm whereas smaller ones would've been prudent, especially with the Jazta's use of the kinetic bombardment system. One couldn't blame the AOP in that regard, since no information regarding this new weapon reached other Sud systems. However, in each instance the ground commanders responded by dividing their forces into smaller formations. Other than prolonging the inevitable such a tactic allowed the Jazta army to surround and defeat AOP formations in detail. But it must be pointed out that AOP troops performed the best in urban environments, given their inital training in suppressing uppity civilians. It was there that Jazta troops faced their toughest fights in every planetary campaign. The Co-Belligerent Navy (CBN) Included in the treaty that ended the Union-Suds War was a provision for the creation of a new Wallen navy. Bureau Chief Amty, having kept an active hobby in history, read captured Wallen historical text during the war. He found that Wallen soldiers, like their Jazta historical counterparts, if left unemployed for too long would be prone to revolt spawned by political agitators and revolutionary zealots. With the new navy, the Wallen Naval Service (but referred to as the CBN for the remainder of the Pulurtan War), and a new army Amty insured the pay and gainful employment of over five million Wallen. With all Suds orbital shipyard complexes obliterated in the war, either through combat or self-destruction, the first order of business was to build a new one over the Wallen homeworld. Eventually twenty standard and four medium construction slips were built. In the meantime those few mobile yards left in service were put to use to reactivate the two caches of mothballed units in the Progressive and Unity systems. Construction of new ships followed shortly thereafter, even though the first ones were built on plantside yards. These were the missile-armed tech level 16 versions of Red Robin and Hooded Robin cruiser classes. A science outpost was established on Equality, giving Wallen R&D efforts a much needed stimulus, so that those technologies deemed suitable for the CBN could be developed relatively quickly. Only 25% of CBN ships were kept in Wallen territory, the rest having been sent to the front lines. The remainder was used for training and self defense, and for every ship so deployed there was a Jazta one. Amty decreed this so as to remove even the slightest temptation for those secret Sud diehards from fomenting an insurrection. Likewise the Wallen Army (Co-Belligerent Army) was deployed with 20% kept in Wallen territory to serve as training cadres. The rest was used to recapture conquered Jazta and Xhali planets and invade Pulurtan ones. When equipped to TL 17 standards the CBA didn't receive further technical improvements for the rest of the war. While there were supporting Jazta Army formations the bulk of the landing forces were Wallen. Odds were set to 3-to-1 in all cases, but even so casualtites were substantial. Some less charitable souls suspected the deployment of the CBA in such a manner was a sign of revenge from the upper echelons Jazta Union Army. The behavior and doctrine of the CBA predicessor, the AOP, was seen as contemptable by the Union Army. As the rumors went the brass decided it was easier to conduct 'collective punishment' on AOP veterans in this manner rather than conduct extensive war crime trails. In any event the CBA obtained hard-won recognition and honors for its professional conduct in the Pulurtan War. |

It was a ship that could reasonably survive the turn of transit in a warp point assault and launch its fighters. Because of its size and considerable defenses the FOP eschewed building main combatants other than monitors and battleships. Even with the few technical advances made in the war, such as the 2nd generation capital primary beam and prototype gunboats, the FOP refused to develop smaller, cheaper, and quicker building ships such as dreadnoughts. This meant that Swords, even with 4th generation engine tuners, couldn't keep the range open from the Jazta once the fighters were destroyed. Indeed, the smaller but faster Jazta dreadnoughts could pull away, load up on missiles from a trailing (and cloaked) freighter, and rejoin the battle. Worse yet, the troop quarters and the shuttles bays were retained, taking up valuable space that could've be used for shipboard weaponry. The only benefit from retaining the assault shuttles was that they were used as impromptu interceptors against Jazta gunboats. |

That was true in the sense that with so many battleships an equally large civilian force was needed to keep them operating and supplied. Used more to keep uppity asteroid colonies in line than for real combat, Guards only had their strong armor going for them. The on-board fighter squadron was only effective when combined with the other five in a datagroup. Once it became clear that the battleships were practically useless against the Jazta the FOP stopped building them and concentrated on the Sword, Shield, and Wings classes. However, the remaining battleships in the mothball reserve were reactivated and updated. For the rest of the war Guards stayed in the battleline so as to act as oversized escorts, defending the monitors from fighters and gunboats. |

However, the young bucks still had to placate the old brass by pointing out that troops could be carried in lieu of nearly half of the ship's gunboat crews. |

This structure alone consumed a good deal of naval resources during the forty years of peace. Whenever a new technical system was developed it was added to the station, entailing long months of refits and new construction. Upgrading the captial missile launchers to the advanced version was in itself a two-year process. Whole new sections, incorporating the spinal force beams and 3rd generation hetlasers were equally long in the construction and fitting. Even during the war portions of the station were undergoing substantial redesign, tying up shipyards that could've been put to better use. Worse, the Suds had nowhere near the funds to fully utilize the shipyards. Only due to the relatively low cost of the Wings CV a majority of the shipyard modules were kept in operation. The design above is how the station appeared in the battle of the Wallen home system. Point in fact, Sky Central was the only major shipyard complex in the Socialist Union. Stations and Harbors were not allowed to build additional shipyards due to a paranoid fear of the ruling council that such yards could be used in a rebellion. Beyond producing minefield patterns, buoys, fighters and gunboats the smaller stations added nothing to the overall construction capacity of the Suds. Sky Central also acted as the home of the FOP Naval Academy. |

survey ships. Instead their Sword and Guard
class ships had scientific instruments with the intent to
