OPENING FIRE
It looks like we've got another round of strange
weather on our hands. Do we blame "El Nino", or is it just
old-fashioned Midwest
weather showing us who's the boss?
Speaking of strange goings-on,
the big news in last issue was that we were going to host both World Championships
at GenCon this year. Unfortunately, this will not come to pass. SJG is
boycotting GenCon this year (along with other firms like Palladium and
R. Talsorian) because of the arrogance of Wizards of the Coast. Not only
has WotC raised booth prices as much as 50%, they've also said that any
company that doesn't show up at GenCon is dead in the gaming industry.
These high-handed tactics are rather similar to those employed by a certain
all-conquering software company, don't you think??
NOVA WORKS
Those duelists who use radar must put up with its chief weaknesses, namely its vulnerability to jamming and counter-detection, as well as its inability to distinguish a target beyond being a blip on a screen. To get around these liabilities, DKI engineers bring you Ladar, the next generation in long-range scanning devices. Ladar sets are available in several different varieties, which are listed below.
Standard Ladar: $5,000, 50 lbs, 0 spaces. Ladar sets use a precisely-modulated free-electron laser beam to detect targets. A Ladar beam is subject to the same environmental effects as a regular laser beam (smoke, hot smoke, etc), and has a range of 3/4 mile. Ladar beams are much more precise than radar, thus giving a +1 to-hit bonus for direct-fire weapons. A standard Ladar set uses 15 power units per hour of continuous use.
Long-Range Ladar: $20,000, 100 lbs, 1 space. This item works as standard Ladar, but with a range of 7.5 miles. It uses 20 power units per hour of continuous use.
Search Ladar: $50,000, 250 lbs, 3 spaces. Search Ladar is designed to be mounted in aircraft of all types. It has a range of 125 miles and uses 50 power units per hour of continuous use.
Ladar Rangefinder: $20,000, 50 lbs, 0 spaces. Using this item with a direct-fire weapon cuts the range penalties by 50%. For example, a long-barreled weapon has a range modifier of-1 per 20". A Ladar rangefinder would reduce this to -1 per 40". A Ladar rangefinder also has the same to-hit bonus as other Ladar' systems.
Superstructure: $1,000, 50 lbs per space,
0 internal spaces required. A superstructure is basically a "fixed" type
of turret which Occupies all armor facing on top of an AFV. If mounted
on an AFV with 30+ body spaces, a superstructure is assumed to occupy the
TF armor facing. A superstructure may have no more than 40% of the spaces
of the AFV on which it is mounted. Superstructures have five armor locations
(F, B, R, L, T) and may use sloping.
An
AFV with a superstructure may have an AFV turret, an open mount, an anti-aircraft
mount or a regular vehicle turret on the TB location. All of these turrets
and mounts may not fire into the front arc of the AFV if they are depressed
below 30 degrees above the horizontal.
Armored Open Mount: An armored open mount uses the same kind of armor as the vehicle it is mounted on. This type of mount has four armor locations (R, L, B, T) and may use sloping.
Stub Wings: These items are asa improved version
of the weapon wing. They cost 50% more, but weigh the same. Stub wings
have the same benefits and mounting restrictions as weapon wings. Stub
wing armor costs $20 and weighs 5 lbs per point. Like regular aircraft
wings, stub wings have no intrinsic DP. However, they may be armored to
a maximum DP equal to the side armor of the helicopter that carries them
The World "Out There"
This April, NOVA will celebrate its thirteenth anniversary,
which is pretty good, considering the
fact that
the average AADA chapter only lasts a few years.
Notable exceptions to this rule include River City Autoduelling
Association and LEADA,
which lasted about five years.
Foremost among NOVA's pet projects
this year is the Car Wars Compendium III. To this end, we have received
some help from Michael Owens (of SWAT), who retrieved some errata from
the Irish Autoduelling Association's websitebefore it went off-line). We
are now using this information as seeds to plan
the structure of the new Compendium.
NOVA's new dueling champion is
Michael Garrity. He won it in a quick Division-20 event which was held
at Aksarben Arena. More on this later.
Police Commissioner Death Knight
has proposed that the NOPD set up a heavy armor division in order to deal
with criminals who are using black-market military hardware. Already, some
commentators are calling this organization the "Tank Police". Currently,
the Mayor and the City Council are debating Death Knight's proposal. The
main objections which have been raised center around collateral damage
caused by tracked vehicles moving around the city. To counter these objections,
Commissioner Death Knight has begun testing a number of wheeled AFVs in
New Omaha.
The infamous Detective
Hammer has returned to duty with the New Omaha Police Department. His reputation
as a "loose cannon" has made his past service interesting to say the least.
Movie Releases
Lost in Space: In theaters now
Godzilla: Memorial Day
Armageddon (one of several asteroid-impact disaster flicks): Unknown at press time
The Avengers: Mr. Steed and Mrs. Peel hit the big screen in June.
Deep lmpact: May
Mighty Joe Young: Summer
Future Sequels: Highlandcr 4, Total Recall 2, Mission:
Impossible 2, The first Star Wars Trilogy.
Convention Calendar
In case you already haven't heard. GenCon will not
be the site of the AADA World Championships this year. Why, do you ask??
The simple reason is that Wizards of the Coast (the new 800-lb. gorilla
of thc gaming world) controls both GenCon and Origins through their cronies
at Andon Unlimited. Strap in ladies and gentlemen, the race is about to
begin! It's Creation-Con all over again, this time with the gaming companies.
Some of the middleweight gaming companies (SJG, Palladium, R. Talsorian,
etc) are boycotting both of these convention because of Andon's unfair
business practices and their statement that "...if 'you don't attend, you're
dead in gaming as far as we arc concerned". If thc heavyweights of the
gaming world (FASA among them) join the boycott, attendance at GcnCon will
be sparse indeed. In all likelihood, gaming at this year's GcnCon will
be dominated by AD&D and Magic: The Gathering. To be plain, this isn't
a pleasant thought.
As of March 28th, we have been
informed that the World Championships in Dueling and Racing will be held
at Tacticon in Denver. For reason unknown to us mere mortals, SJG has decided
to have Robert Dies of TRAACS run the Dueling Worlds. Norman McMullen will
be running the Racing Worlds. We can only hope the TRAACS people run the
Dueling Worlds as well as Norman did last year.
The information we have on conventions is listed as follows:
Spring Campaign '98: Ralston, NE in March or April
Origins '98: Columbus, Ohio; July 2-5, 1998.
GenCon '98: August 6-9, 1998 in Milwaukee, WI.
WorldCon '98: Baltimore, MD. August 6-9, 1998.
Tacticon: Denver, CO. Early September 1998. Confirmed site of the AADA World Championships.
Nuke-Con: Omaha, NE. Early October 1998.

March 12th, 2048: Mike Garrity was officially announced the winner of the March 7th duel at Carter Lake Arena. Joe Ratner commented that "It wouldn't have mattered what scoring system was used. Mike still would have won because he scored the first kill in a duel with all odd number of combatants.
April 3rd, 2048: The City Council issued its recommendation on Police Commissioner Death Knight's Tank Police proposal. At a news conference, Mayor Bill the Cat said that "The Commissioner's proposal will be allowed to go forward, subject to strict oversight by the City Council". When asked to comment on this development, Death Knight said that "I am relieved that the Mayor and the City Council agreed to my proposal. After the news conference, Death Knight showed off the vehicles that will be assigned to the Tank Police. These include small and large wheeled APCs, as well as four medium tanks armed with 75mm guns.
April 15th, 2048: NOVA celebrated its 13th
anniversary with a party at the Aksarben Dueling Complex. NOVA President
Joseph Ratner vowed that it wouldn't be the last by a long shot. Several
thousand fans showed up for a question & answer session afterwards
with the members of NOVA.
Nuts & Bolts
This issue, we take oil weather effects and laser
guidance. Let's start with laser guidance. Something occurred to us recently.
If several rockets are laser-guided and follow the beam to a single target,
how do all of the rockets hit the same spot'? The answer is that they don't.
Simply put, the rockets hit the same armor location, not the same exact
spot. The reason for this is the beam from the targeting laser doesn't
stand absolutely still, but dances over the target surface. This is why
designating a vehicle with a targeting laser is called "painting". The
next question is that "If laser guidance is so accurate, why do laser-guided
rockets still miss sometimes?" The answer is that some of the rockets fail
to acquire the guidance beam, or loose the beam while in flight to the
target. Other rockets actually strike the target, but glance off the armor
or fail to explode. This is how a laser-guided rocket can miss at point-blank
range.
An article concerning the mechanics
behind laser-guided ordnance was recently received by E-mail at NOVA Headquarters.
It was sent to him by Michael Owen, a member of SWAT. The text of the article
is as follows:
Laser Guidance Links
SWAT will likely present a special edition of CWIN
about this subject, or will discuss LGLs in the Firing Range section of
a future edition of HVD. However, I would like to try and clear up some
of the confusion regarding this wonder of combat technology (or
bane to the duellists on the receiving end of weapons using this accessory).
Specifically, the costs of installing this item are covered here.
All types of lasers except those
which are pulse-modified or X-ray can be utilized for the LGL. Modifications
for a laser to be used in the LGL arc required for' every laser in the
link. This costs $500 per laser. Every rocket weapon must have electronics
installed in order for the rocket to follow the path of the laser beam.
If the weapon is a magazine-fed device such as an RL or MML, each round
must be LGL-modified. LGL electronics cost $200 per rocket weapon or individual
shot in the magazine.
The laser that is guiding the
rockets must be linked to the weapons it is guiding. Note that each rocket
must have an individual link to the guidance laser. Every laser-rocket
link costs $50. Smart links are not required for these laser-rocket links
because the smart link is a lower-tech version of the LGL.
Laser-rocket links do not connect
rockets to each other, therefore separate & additional links are required.
Rockets in the same location (facing) can use $50 links. Those in different
locations must use $500 smart links.
All types of targeting computers
may be used with the LGL. Single-Weapon Computers do not give their to-hit
bonus when rockets guided by lasers are smart-linked. Cyberlinks are considered
to be SWCs, although they are not able to enhance targeting with smart
links.
Example:
Vehicle Weapon configuration: laser & RL, (with 10 rockets) in 3-space turret, 2 linked RLs (with 10 rockets each) front, 4 HRs (l R, 1 L, 2 linked B).
34-rocket LGL (tuned laser, 10 modified rockets in each RL, 4 modified HRs, 3 laser-RL links, 4 laser-HR links, HR-HR link, RL-RL-RL smart link).
Costs: $500 +($200 x 34) + ($50 x 6)+ ($50 x 2)+$500=
$8,200
Note that the infamous Michael Montgomery had a car
called the Navigator in the 2035-2036 World Dueling Championship as you
well know. I checked that design on a spreadsheet, and Mike did indeed
for the procedure listed above. I am working on a vehicle database from
another Car Wars player who uses the protocol listed above and explicitly
states this procedure in vehicle descriptions.
If you are planning to write
CWC3, please re-write the description of the LGL. I understand the gadget
but I have several pages of questions on this very subject, collected from
all 40 ADQs and I feel that many duelists are not properly using this item
when installing it.
I found another example involving
a design from Aeroduel. This aircraft had an RL and a TL in a turret, a
RL in the front and an RL in each wing. You need four TL-RL links, then
you need a smart link to connect the wing-mounted RLs in order to fire
them together. Another smart link is needed to fire all four RLs together.
A Single-Weapon Computer could be installed on the turret-mounted RL, giving
it a +1 to-hit bonus. However, activating the 4-RL smart link would not
gain this bonus for all four RLs.
Just to let you know I have read
CWC2 back & forth and the book needs to be much more explicit and clearer
in many of its rules. If you write CWC3 please include some examples of
installing the LGL in the description of the item.
Michael P. Owen
Seattle/Spokane Washington Autoduel Team (SWAT)
Michael Owen also sent us an E-Mail with some general questions on how NOVA handles situations involving fire and ice. These questions and their answers are listed below.
1) What happens when ail ice dropper applies ice
to flaming oil?
-Ice to steam cloud, with a 3 in 6 chance
of actually putting out the fire. Otherwise, the damaged caused by the
flaming oil is halved (1d-2/2)
2) If the ice is applied to HT flaming oil?
-Produces a nice, harmless steam cloud.
3) What happens when foam weaponry attacks flaming
oil?
-Foam will put out flaming oil on a roll of 1 on
a d6.
4) If the foam is applied to HT flaming oil?
-same result.
5) What is the effect of rain, snow, hail/sleet/ice
on flaming oil?
-These conditions will extinguish the oil on a 2-6
chance per turn (cumulative)
6) on HT flaming oil?
-the cumulative chance to be extinguished is 1-6
per turn.
7) on flame clouds?
-These conditions will dissipate the cloud on a
cumulative chance of 2-6 per turn.
8) What are the effects of Military Napalm (of the
type used in Aeroduel Napalm Bombs)?
-Halves damage and bum duration, with at fire modifier
of +4 instead of 4-8.
9) What happens when an FOJ (with standard or HT
fuel) drops its substance on water over the roadway. Please consider various
depths of water, from a small amount caused by a light rain to a large
amount dropped by a
heavy downpour.
-Anything above ½" of standing water on the
road surface will halve the damage as well as the fire modifiers. Anything
above this depth or greater than a moderate downpour will extinguish the
flaming oil.
10) I am most interested in the Fire Modifiers and
Burn Durations of the volatile substances in these situations as well as
the duration of these weapons lasting in these environments.
-See above for answers.

The 2048 NOVA Club Dueling Championship
by Norman McMullen
After a few false starts, the NOVA diehards assembled
at Aksarben Arena for the running of the 2048 NOVA Dueling Championship.
Those in attendance at this Division-20 event were Don Jacques,
Adrian Shipley, Norman McMullen and Michael Garrity.
Starting speeds were set at 30
mph, and the four duelists entered the arena floor. Adrian drew a bead
on Mike and fired his turreted MMLs, inflicting minor damage to Mike's
front armor. Mike replied with a volley from his three front-mounted grenade
launchers. These grenades (all of which were fitted with impact fuses)
destroyed Adrian's front tires. Adrian's vehicle ground to halt, becoming
Mike's first mobility kill.
Don fired his linked RRs at Norman
and missed him. Norman returned the compliment with a shot from his BC,
doing moderate damage to Don. After Mike received a resounding no when
he called on Adrian to surrender, he pulled alongside of Adrian's vehicle
and fired four incendiary heavy rockets into its right side. The armor
was instantly breached and a fire started in the vehicle's interior.
Meanwhile, Norman's second BE shot missed Den's front armor. Den's
return fire hit Norman, doing only minor damage.
Mike rounded the central jump,
narrowly missing a shot fired by Norman. In a moment, Norman and Don were
in the process of passing by each other. Mike took the opportunity and
fired his grenades so that they impacted a spot directly between the two
vehicles. Tires were shredded, and both Norman and Don slid to a halt.
Don fired his left-mounted MFRP into Norman's side armor, inflicting slight
damage. Mike circled the two immobilized duelists, awaiting whoever would
come out in second place.
Adrian's car exploded, the fire
having reached the incendiary rounds in his MMLs. Don's driver got out
of his car and went over to Norman's vehicle. As Norman had no hand weapons,
he surrendered, thus giving him third place. The total elapsed time in
this championship was a record-setting seven turns.
Standings
1st Place: Mike Garrity (3 mobility kills)
2nd Place: Don Jacques (Accepted Norman's surrender,
was mobility-killed)
3rd Place: Norman McMullen (Surrendered to Don,
was mobility-killed by Mike)
4th Place: Adrian Shipley (was killed by Mike)

Tire Shots & Grenades
In this year's NOVA dueling championship, Mike's Jawbreaker design brings up questions on grenades and tire shots. The "No Tire Shots" rule is intended to stop aimed shots at tires. However, grenade launchers are indirect-fire weapons, and so fall outside this rule. Mike's use of grenade launchers in the Championship will make you think twice. Thanks to impact fuses (and the use of three grenade launchers), Mike got an average damage result of 10.5 points per volley--to both armor and tires!. In essence, grenade launchers which use impact-fuzed grenades are turned into aimed bomb-throwers.
The only thing which makes a grenade launcher into
a tire-eater is the impact fuses. Without them, the grenade launcher reverts
to its balanced (and appropriately random) function. Therefore, impact
fuses are banned from further use in NOVA arenas.
