Description Similar to the Jazta in appearance, the Hokum are bipeds with four arms, with each shoulder supporting a pair of arms. The four hands have two fingers and two opposable thumbs each. Whereas the Jazta have reptilian characteristics the Hokum are more in the line of mammals. Covered with short, colorful fur, the Hokum have no real need for protective clothing except for extreme environments. Short, decorative vests serve as day-to-day garments to convey employment, wealth, and marital availability status. To date, the Hokum are the oldest known spacefaring space. What prevented further expansion of the race was the lack of open warp points. Stuck with 14 systems, the Hokum went on peacefully for the better part of two centuries before civil war broke out. Unlike the Wallen, the Hokum nation splintered into four mini-states. Small scale border wars went on for thirty years before Polis the Peacemaker, the most revered member of the race, brought about a cease-fire. It took twenty more years before a government that all sides agreed to was established. An emperor, elected by the population of the Imperium, sits at the head of a council of eight ministers. Each pair of ministers is elected by the population of one of the Imperium's states. The allocation of minister postings is rotated each election cycle so no one state in the Imperium could dominate a particular posting. Both Emperor and council members serve a single 12-year term. Under this system the Hokum experienced 320 years of peace until the day a Terpla'n survey squadron appeared, via a closed warp point, in a system just one warp link away from the homeworld. Understandably, given the lack of alien contact (there were no other races in the Imperium), the system commander attacked the survey squadron on the spot. The Short War, as it was called after the fact, lasted only six months as cooler heads prevailed, bringing about a peace treaty. It took five years to come to a trade treaty with the Imperium, thanks to no small part of the council of ministers and their machinations. On the next election cycle a more favorable council makeup was created, paving the way for better relations with the Terpla'n Republic-turn-Commonwealth. The Imperium military, which was never large to begin with, began a massive buildup after the Short War. It took time to blow the rust off the R&D community, but when it did it paid off in the form of antimatter warheads and the strikefighter. That invention proved a lifesaver. In the second year of the war between the Asteroid Axis and the CPS an Axis squadron, looking for a new warp line into CPS space, entering an Imperium one instead. Just as important, it was the system in which the Imperium Space Navy was conducting a major fleet exercise. The squadron was in the system for over a week before it was spotted. Thinking that the squadron was an opposing exercise force using electronic and drive field signature tricks, the carrier force commander sent a trio of destroyers to investigate. On her part, the Axis commander, gauging the number of ships approaching her squadron, decided to close in an attempt to capture them. It provide futile as the Type 1 destroyers were readily killed by salvos that were meant to cripple instead. Turning to leave, the squadron poured on the speed to flee toward their entry warp point. However, the ships were within range of the carrier task force's fighters. With literal minutes to spare before running out of life support the fighters crippled the six battlecruisers and three heavy cruiser-hulled freighters before having to turn back for the carriers. The Axis ships self-destructed rather than being captured. Mobilized by this new threat, the Imperium sent the bulk of its fleet and the first in a set of prefabricated bases into the system in case the aliens should return. Looking back, it would've been prudent for the Asteroid Axis to kept to its original plan on destroying the CPS. It could have easily fortified the warp point leading into Hokum space as an insurance policy in case the Imperium had followed the courier drones back to the entry warp point. But that would've been asking too much of the Axis. Embolden by their own rhetoric, and despite the number of fighters that took down the survey squadron, the Axis sent another one, this time backed up with two light carrier squadrons and six missile-armed dreadnoughts. Now with sensor and comm buoys laced throughout the system, the Imperium pinned down the location of the warp point and sent the fleet to intercept. It was a slaughter for the Axis. What followed was a counter-invasion by the Imperium that would, in eight months time, lead to a link-up with the CPS. Now co-belligerents, the two nations went about and brought an end to the Axis once and for all. Only after the war did the Imperium and CPS formalize their wartime partnership with a trade and military alliance treaty. Scarcely one year passed before the treaty partners were faced once again with a new threat, the Fendalen Kingdom. All thanks in part to an ambitious princess and a duplicitous ambassador the Fendalens launched their first assault against the Hokum. The Fendalen warp point that lead into Hokum space was, unfortunately, a closed one in the Hokum home system. Even with the ready availability of minefields, orbital bases, and the home fleet, the Imperium Space Navy was pressed sore by the first major assault. The CPS was called in, but in the short run it mattered little, for yet a third player entered the stage. The Cazov, a race that had its own take on sanity, found yet another closed warp point in the Hokum system. The initial survey squadron actively attacked a Hokum squadron, and in the process destroyed it. In turn, the Cazov intruders were taken out but not before sending word back on their discoveries. A Cazov fleet was sent, and thanks to the deployment of the defenses (the closed warp point location wasn't pinned down in the intervening time) it wasn't intercepted. The homeworld defenses and orbital works were destroyed. One of the survey squadron in the fleet, tasked to finish the survey, detected the ending stages of the Fendalen assault at their entry warp point and subsequent entry in-system. Having a treaty relation (trade) already, the Cazov commander proposed a joint invasion of the Hokum homeworld. After receiving the approval of King Kysjyt the Fendalen commander and his Cazov counterpart conducted a joint ground offensive. Combat lasted two months, and shortly afterwards, in the main hall of the Hokum Imperium council building, the Fendalen and Cazov formally signed a trade and military alliance treaty. A few months later the Cazov gave their portion of captured Hokum territory to the Fendalens, citing their need in another theater of operations. The Imperium would lose two more populated systems before the Fendalens were stopped dead in their tracks. With both ways into the remainder of the Imperium blocked by thick defenses the Fendalens shifted their efforts to other sectors. Their plan was to come back later to finish the job, or when a new route into the Imperium was found. Such a case didn't happen, and it would be four years before the homeworld was liberated. Imperial forces, in conjunction with the CPS, would eventually reach the Cazov home system and bear witness to the last act of insanity performed by the heavy-gravity race. The Imperium Space Navy (ISN) At its inception at the start of the Imperium, the ISN was a navy that owed its existence to the words 'just in case'. Closed warp points were a known quantity, (the Imperium had two of them in their territory) and the possibility of someone entering Imperium space through one couldn't be discounted. A reasonable reserve of mothballed ships was kept, along with a stockpile of prefabricated base components. With such a long period of peace the navy was rather small, and new ships were built primarily to replace ones that had aged appreciably. The ISN kept itself busy with a month-long, yearly exercise and patrols in the outer reaches of their systems. Sometimes worn-out hulls and bases would be used in live-fire exercises to break up the monotony. R&D was very slow, the Imperium having only reach TL 9 twenty years before the Short War. When that war started, only 70% of the fleet was equipped with composite armor and datalink point defense, a technology that was over one hundred thirty years old. The Short War showed that the current ship classes were adequate, but a larger version of the Foreguard class would be needed. What resulted was the Imperium class, a ship that could fight well at all ranges. Fighter development came about as the result of a thirty-year old graduate paper on the feasibility of highly-compact fusion bottles. Carriers were built in quantity and proved their effectiveness in the war against the Asteroid Axis. A minor refit occurred when anti-matter warheads were invented, making on-board missile magazines the most protected part of ships and bases. Upon reaching TL 10 the ISN went on to provide the most immediate needs for its ships - advanced point defense and improved shields. Not all auxiliaries were refitted as well as most of the bases. All units did get their refits six months after the end of the Axis War. With the formalization of a trade and military treaty the ISN began building TL 10 copies of CPS battle carriers, dreadnoughts, missile battlecruisers, and light cruisers. Sadly, only a fraction of these ships were in service when war started with the Fendalen Kingdom. For the rest of that war only Terpla'n designed ships were built. |

Targets were Axis auxiliaries and ships that could be reached in favorable curcumstances. Initially such missions was centered on Pest DDs, Tagger FGs, and armed pinnaces. Soon, however, came the realization that fighter coverage would be required. Thus a purpose-built design was constructed and all 18 examples were built in the Whel system. Carrying a large marine force a Greyhound greatly augmented their mission namesake. The entire class was lost in first few months of the Fendalen/Cazov invasion. |

Only one planetary invasion was conducted before the Imperium came to the same conclusion that the CPS had in regards to the Axis. No purpose-built troop transports were built until after the war. |
