Description: Humanoid in shape, reptilian in appearance, and endowed with the better looks of the terrestrial iguana, the Foamasi have a hide thick enough to withstand the harsh conditions of their homeworld. Having evolved past the need for a tail the Foamasi have a vestigial bump in the small of their backs. Their hands have five fingers and a thumb. Clothing is worn and usually consists of a light-colored shirts and trousers. The average height of a Foamasi is 1.7 meters. Prior to space travel the Foamasi were undergoing a series of regional wars. Those wars came to an end when one regional power convinced the others to form a federation. The major problem facing the nascent federation was the right to vote. In some countries only those in the middle class were allowed to vote while in others voting was mere window dressing for authoritarian dynasties. After much debate it was decided that followers of the major world religion would be allowed to vote. The intention was to provide 'a stable floor on which a government for all could be built'. In reality it allowed a group of bigoted and self-aggrandizing senior priests of the world religion to control the government behind the scenes. Instead of creating a government equitable to all, the federation leaders and the priests of the Church of the People (Ceepe as it was commonly referred to), citing 'disruptive elements' in various non-franchised regional groups, kept the right to vote exclusively to members of the Ceepe. This lead to a fissure between the voting and non-voting elements of the society. There were those in the non-voting block that felt by converting or marrying into a Ceepe family was the way to go. However, the great majority of the non-voters preferred to retain their own religious affiliations. Which each new law that favored the Ceepe or restricted the non-voters the fissure got larger. When the Foamasi expanded into an eight-system polity the non-voters formed 40% of the population. It was a dangerous social and political situation that was about to get worse. The CPS, well into the second year of the Fendalen War, sent out additional survey groups to find a route into Fendalen territory. One of these groups entered an unexplored but well-guarded warp point on the Foamasi frontier. A single Professor class survey ship was sent through first. Had the usual three gone through then the Foamasi OWP commander would've undoubtedly opened fire on the battlecruiser-sized survey ships. After the first few tension-filled minutes the survey ship's crew started first contact protocols. Word spread quickly among the Foamasi. Despite governmental controls a report on the background history of the CPS ended up in the hands of a non-voters action group. This lead to massive demonstrations, calling for a universal vote for all adults. Secular and church leaders were angered. Allowing the non-voters to become franchised would break the leaders' grip on power. Taking the easy way out, the Foamasi government blamed the CPS for the civil unrest and had it sign a non-interference treaty. The warp point of contact was further reinforced with more OWPs and mines. That occurred in the fourth month after first contact. On the fifth month the Foamasi got a far worse problem than demonstrations in the streets. A Cazov survey squadron entered, via a closed warp point, the Nu-Foa system, one of the two major extra-system possessions of the Foamasi. A substantial force of ships intercepted the Cazov squadron and commenced first contact procedures. It went so well that, after three weeks, a Cazov delegation went aboard a Foa survey ship for face-to-face talks. It was here that the Cazov penchant for insanity, or in this case public lunacy, came to the forefront. The chief Cazov representative, unable to get past the idea that the Foamasi looked somewhat like a Cazovian meat animal, took off the top half of his atmospheric suit. With lightning quickness he produced a knife, fork and napkin and lunged at his Foa counterpart across the table. He was restrained by Foa security, forcibly returned to his shuttle along with his delegation. Before leaving, the Cazovian had the gall to ask if Foamasi were white or dark meat, stating that he would find out for himself sooner or later. The Foamasi allowed the demented Cazov to return to their ship before destroying it and its two squadronmates. Courier drones from all three ships got away, however, and it was only a matter of days before the Cazov reaction force, waiting on their side of the warp point, arrived. The ensuing war was entirely on the Cazov's favor. The lion's share of the Cazov fleet was already in Gluv space, and the rapidity at which it went on the offensive frightened the Foamasi. After the capture of Nu-Foa the government changed its mind about the CPS and desperately asked for assistance. What forces the CPS had on hand weren't enough, and much of it was destroyed in the Foa warp point battle. The home planet was invaded, and the populace were held in check by a strong occupation force. From there the Cazov made no further gains in Foamasi space. The remaining major Foa system, Balta, had been the stockpile center for prefabricated base components. All of those bases were assembled and stationed at the warp point the Cazov had to use. Along with fresh reinforcements from the CPS there was no successful Cazov break-in. Life on the homeworld and on Nu-Foa during the occupation was uneasy since the Cazov's penchant for random acts of silliness mixed with serious became general knowledge. Random street shootings by patrolling Cazov troops were the norm, usually occurring when a Foa broke a minor law. When it was clear that the Cazov didn't differentiate between passive and active resistance a full-fledged guerrilla movement was formed. Less than three years later, when the Fendalens and the Cazov began to suffer major reverses, the CPS launched an assault to liberate Gluv. Despite the massive loss of life on Gluv Prime it was a success. With their route back to Cazov space about to be cut off the commander of Cazov forces in Foa space had to make a decision. He had hardly time to think of one when another CPS assault, launched from Balta, successfully entered the Foa home system. Only a fraction of the ground troops could be lifted off, so the commander had the troops left behind to carry out the scorched planet contingency plan. In the twelve hours it took the CPS fleet to cross the distance to get to the Foa homeworld the troops, thanks in part to a large cache of antimatter warheads, did as much damage as possible. When CPS and Foa troops landed the Cazov stopped their destructive rampage and tackled their opposite number head-on. It took only a month, but over 840,000,000 Foamasi deaths, 12% of the pre-war population, were killed as a direct result of Cazov action. The fleet that the Foamasi built in Balta participated in the pursuit of the retreating Cazov forces, all the way back to the Cazov homeworld. Like the rest of the allied forces, they where shocked by the last act of mass insanity performed by the demented little race. The Foamasi Holy Star Fleet (HSF) Prior to first contact the HSF maintained a small peacetime navy but kept a large mothball reserve. It preferred large ships supported by cruisers and destroyers. The Red Oak class battleship was kept in mothballs, and in each refit cycle 10% were updated while 5% were scrapped. The same thing was done for the Branch Blossom and Sapling class ships. Fighters were a recent invention. Other than carriers, fighters were based on the Foa's homeworld space station. Plans to build fighter OWPs had started when the non-interference treaty was drawn up, but such bases were only to see use in the Balta system. Technically, the Foamasi had achieved TL 9. It was their refit practice that ensured only 10% of the active fleet was updated by the time the CPS arrived. It was more of out of defensive reflex that the refits were accelerated. When the war with Cazov started 25% of the fleet was updated and all warships coming out of the mothball reserve were refitted before being committed to action. Antimatter ordnance was the first item invented at TL 9. In the armor refit magazines were made the most protected systems aboard ship. During the three years in the Balta system the HSF built TL 9 (later TL 10) copies of CPS carriers and missile ships. A Tzelan science outpost was established on Balta, enabling the population's tech level to be increased to 11 by the time the HSF/CPS launched its assault to reclaim the Foa home system. |
