Description: The Bians were a humanoid race, one of a handful in this particular patch of the galaxy. They were also the first race to achieve a planet-wide civilization, a full two thousand years before the Hokum. With no particular need and desire to colonize their system the Bians indulged themselves in hedonistic pursuits. Their cities were worlds unto themselves, connected to others by high-speed subterranean trains and hypersonic jets. Much of the homeworld went back to wilderness. Instead of the sprawl of lights as seen from a nighttime orbit there was just a handful of intense bright spots on an otherwise dark background. It was only out of sheer boredom that the Bians explored their first set of warp points. For all their advances the Bians were unable to appreciably extend their lifespans beyond the racial average of 70 years. Then, after decades of research, a science team came up with a way to cheat death. A reliable way of mapping the neural pathways and subsequent copying of memories, coupled with an android body, made for attainable immortality. Their space program was practically canceled so as to fund this new technology. Starting with the most vain and egotistic, the mechanization process slowly gained acceptance with the populace. Sixty years later some 30% of population was mechanized. It should've been apparent to the Bians that immortality would fundamentally change their civilization. The mechanized portion of the populace no longer required organic food, nor sleep and medicines.They engaged in reckless activity, often sustaining damage that would otherwise kill an organic. More so than the economic impact, these 'Mechani' became cold and callous, indifferent to their organic brethren. It was also clear that long terms of imprisonment for crimes wasn't a deterrent to the mechanized. So a form of lobotomization was ordered for Mechani that committed capital crimes. The backup files for Mechani so convicted were destroyed, making for a powerful deterrent. Later it was found that the backup files for Mechani weren't being destroyed. So-called lobotomized Mechani were merely acting. This lead to a violent period of social unrest. Calls were made to outlaw the mechanization process. In the Bian congress the vote was about to be made when a bomb exploded, killing all present... except the Mechani. What followed was a civil war that degenerated quickly into a genocidal conflict between the organics and the Mechani. One hundred years later, with many of the cities ruined or utterly obliterated by nuclear weapons, the Mechani emerged as masters of their world. What few organics remained were killed, and the cities rebuilt. Despite the possibilities open to them the Mechani went back to the lifestyles and culture they enjoyed before the war. Vanity and indulgence in material goods, such as clothing, jewelry, and luxury homes were the norm. They even stopped calling themselves Mechani, taking back the word Bian for themselves. In their minds they considered themselves the true inheritors of the race. The weakness of the flesh had finally be conquered by the power of technology. A world government was born, a loosely organized monarchy ruling over a capitalistic culture of indulgence. Queen Vulcana, richest and dominate of all Bians, declared the new nation as the Bios Registry. Population growth was very low in the Registry. What jobs the self-indulgent Bians didn't want were handled by robots or androids with very limited AI programs. New Bians were created by utilizing a basic personality template to which was added donor personality traits. So created these Bian 'children' went to a socialization school that lasts for five years. Afterwards, depending on their temperament, a typical Bian learned a trade that best suited them. If their parents were quite well-off, some Bians never get a job and instead lived a life of idle pursuits. Crime and punishment in Bian society still bore a passing resemblance to what it before the civil war. Theft was punished by confiscation of the perpetrator's property and assets. Illegal transactions and stock manipulation meant prison time. Murder was practically unknown. For a Bian to be considered murdered his memory tapes had to be shown destroyed with intent and malice. Along with a few other crimes, such as malicious mayhem (destroying the mechanical bodies of others through recklessness) and tax evasion, there was just one punishment - decades of manual labor on a farm. On the Bian job ladder, the only thing lower than being a farmer was a farmer's assistant. There were still organic needs for this society, such as perfumes made from animal glands, waxing oils from plant matter, and flowering plants for residences. It was such a stigma that some rather vain Bians actually destroyed their tapes and then themselves rather than serve the sentence. This pale hedonistic shadow of a race might just as well continued in their self-absorbed pursuits were it not for an unexpected visit. A survey flotilla belonging to a race called the Floggol entered the system and attempted to contact the Bians. Having created their ideal society the Bians were not about to have relations with an obviously inferior race. Calling the Floggol 'Meats', Queen Vulcana told the survey contact team to leave, warning them that their race was doomed. When informed by the team that the Floggol had a space fleet Vulcana taunted them to bring it. Four months later the Floggol, a race that was partial to fighting to begin with, returned to the Bian system. What they found waiting for them was a fleet of escorts and frigates that outnumbered them three to one. Even with a technical lead the Floggol were decisively defeated. With their incredible construction ability the Bians built even more ships and troop transports. In a year's time the Floggol were conquered and exterminated. From there the Bians slowly explored and expanded into a thirty-system empire. Two pre-industrial races were encountered and exterminated, their worlds colonized in the name of Queen Vulcana. Then the day came a Pulurtan survey force entered the Bian frontier. Despite the level of ingrained xenophobia the Bian squadron commander allowed first contact to proceed. When it came to face-to-face contact the talks were terminated, as well as the Pulurtan team and their trio of ships. The Bians had learned that the Pulurtans were flesh and blood beings, and such were to be exterminated in accordance to prime will of the Bian race. Fifteen High Kingdom systems were overruned by the Bians before encountering effective resistance from the High Navy. From there the war went badly for the Bians. A closed warp point was found leading into the heart of the Registry. Utilizing large numbers of carriers and technology such as command datalink the High Navy decimated Bian fleets and ruthlessly wiped out Bian worlds. Instead of obliterating Bios Prime the Pulurtans decided to invade, killing a third of the population in the process. King Lugan had Vulcana and the rest of the Bian monarchy destroyed and installed one of his crown governors. Now the race labored for the High Kingdom's benefit. In addition to the luxury goods the race was so fond of a new shipyard complex built warships and fortresses for Lugan. For almost three decades the Bians labored and luxuriated under High Kingdom rule. When the CSF entered the Bian home system the Pulurtan crown governor followed orders, utilizing neutron bombs to exterminate the race. What was left were mostly intact cities and homes filled with possessions that no longer had owners. Bian racial traits Like other machine races, the Bians are incredibly industrious. Despite its small size compared to the High Kingdom, the Registry enjoyed a doubling of shipyard construction capability and of income generation. On the downside, research was harder. All R&D cost 50% more and the required number of R&D points is increased by 50% (FRU). The Bians were able to partially compensate by doing perceived threat R&D and reverse-engineer captured tech. However the High Kingdom easily kept the lead over the Registry throughout the war. Bian population units are acquired normally as per machine races. Crew points can be 'farmed' from Bian populations at no penalty, but units so gathered are at -1 for initiative rolls and -1 for all direct fire weapons. No other ship functions are affected. These crew points are considered 'green' for the purposes of experience, but the penalties are lifted once the crews have directly participated in five battles. Marine crew points suffer a -10% to their overall strength when calculating boarding combat results. This penalty is lifted once they have participated in one boarding action. Crew and marine units can be 'built' at a shipyard complex at the rate of ten crew/marine points per hull space of capacity. Each crew/marine point costs 1 MC. After two months of training at a planet-side spaceport these crew points function without the initial penalties as described above. PCF-x and PCF-xa have no penalties when created. When conquered and integrated into the High Kingdom several restrictions were placed on the Bians. Among these was manufacturing. All production, save the shipyard complex, over the needs of the population was directed to the Pulurtan market. Luxury goods, ranging from furniture to hundred meter long yachts were sent via bulk freighters to distribution centers within the High Kingdom. Lugan also ordered that the Bian crews working in the orbital shipyard to have restrictive programing installed. So instead of doubling of production capability the workers only enjoyed a 15% advantage. This was still better than the majority of Pulurtan yards. In combination with the home system's two asteroid belts the Bians had a 35% construction advantage. Because of this 75% of all High Navy monitors and larger ships were built at the new Bian space station. The Mechanized Space Navy After the Floggol War the ad-hoc force built by the Bians was formalized as the Mechanized Space Navy (MSN). Initially based on corvettes and heavy cruisers, the MSN truly wanted larger, more versatile ships. With the advent of the Maetel class BCA all heavy cruisers either became warp point assault ships, survey ships or minesweepers. As for the corvettes, they were converted to an assault/swarm design. The typical MSN task force centered on twelve or fifteen Count Mecha SDs followed by an equal number of Maetel BCAs. Eighteen Heat Lightnings, thirty Neon corvettes plus nine Spyglass scouts rounded out the ensemble. When fighters were encountered the Fly Spray class was built to serve as escorts. Carriers were built in quantity, typically equaling the number of Count Mechas in any particular fleet. Two classes of ships, the Neon and Fly Swatter, received refits only as new construction. Given the MSN's predilection for simultaneous warp point assaults it made little sense to upgrade the survivors with new technology when they'll just be destroyed in the next battle. In addition the crews of these ships are manned by androids that have less sophisticated AIs. These ships are 'green' as described in the above section. Gunboats came as a surprise to the MSN. By the time they developed the prototype gunboat the Registry was in dire straights for the Pulurtans found and exploited a closed warp point in Registry space. Gunboat bases were built on inhabited worlds and moons. Only at the end did the MSN utilize shipboard space to handle gunboats, for they preferred external missile ordnance instead. |
